The State return is asking for an exclusion amount -"Enter the nontaxable portion of the IRA distributions". The distrubutions were converted to a Roth.

Is line 4a on Federal Form 1040 the nontaxable portion for the State Form?

You find the nontaxable portion if you deduct 4b (taxable amount) from 4a (whole distribution amount).

Specifically this is for form N -11 state of Hawaii.  Confirming the Turbotax  exclusion amount question and answer provided still apply.  Thanks.

Yes, Hawaii follows the federal rule in regards to the IRA. Therefore, you enter nontaxable part from the federal (whole distribution from line 4a minus 4b taxable amount).
