No.   That question has nothing to do with the stimulus checks that were issued.   The question pertains to whether you took money out of a retirement account.   If you did not take money out of a retirement account then say NO to that question.

There are some reasons besides COVID that you would be allowed to make an early withdrawal from a retirement account, such as your home is damaged in a hurricane or other federally declared disaster.  That's what the question is asking about.
