1099R, box 12 -14. My 1099R has EXEMPT in box 12, TT has a numerical value for this box. Box 14 my 1099R has a state, where TT wants a dollar amount. How do I enter?

That is an improper 1099-R since nothing other than a positive dollar amount is allowed in box 12. Leave boxes 12-14 blank (the payer was probably trying to be helpful by adding unnecessry information.)
