It is on the same screen where you entered the 1099R. Probably need to scroll way down to get to the state entries. If you gave an amount in box 14 be sure to fill out boxes 15 and 16. If box 14 has an amount and box 16 is blank put in the amount from box 2a in box 16. If box 2a is blank, and you haven't made after-tax contributions to the account, you can use the amount in box 1.

Enter a 1099R under
Federal Taxes
Wages & Income
Then scroll way down to Retirement Plans and Social Security
Then IRA, 401(k), Pension Plan Withdrawals (1099-R) – Click Start
Important- If you edit or review a 1099R it does not keep your answers from before but resets them to the defaults. Then you have to go' through and answer them all again. So be sure to go all the way to the end of the 1099R section. They are right unless you go back.
