Substitute Form option on W-2 is not showing as an option in "Do any of these uncommon situations apply to this W-2?". I need to fill out form 4852. Workarounds?

I have followed the instructions in estimating my W-2 values but on the "Do any of these uncommon situations apply to this W-2?" I do not see the "substitute form" option

If you omit the EIN, after entering the W-2 information, the question will appear.

I removed the EIN from both State and Federal and still don't see it. I will try to delete this W-2 and try to submit the information again without any EIN to begin with

I worked it out yesterday and it worked for me.

I deleted the whole w2, went back and never put in EIN (federal or state) and then it showed up!
