My question is, I entered my 1099R in the federal portion of Turbo Tax. In the state portion it asking to put my Retirement Benefits amount. Is this normal or a new thing because I've never done it previous. Just want to know if its correct.

Which state are you filing? Rules vary by state.
Some states offer full exemptions for military retirement pay, while others provide partial exemptions or credits.
Virginia is the state I'm inquiring about.
In TurboTax, in the Virginia state income tax return, at the screen Enter Your Military Benefits, I entered the taxable military retirement to receive the Virginia Military Subtraction.
