Should it accept a "yes" response on the "any periodic payments" question? i enter "yes" but the answer changes to "no" as soon as i go to the next question. thanks

You'll need to be more specific.  What 1099 form did you get?  Was it for a pension, an annuity, ... ?

TurboTax only asks this question to determine what page to display next, so TurboTax does not record your answer to this question and simply defaults to No each time you visit the page.  Answer correctly and move on.
