Should “ IRA, 401(k), Pension Plan Withdrawals (1099-R)” totals reflect only the RMD if no other transactions were involved?

What if RMD checks were sent but I did not cash them - are theses still taxable in 2019?

Once you had the checks in hand, you had constructive receipt of the distribution whether or not you cashed the checks.  The distribution(s) are reportable by entering the Form(s) 1099-R into TurboTax.
