Why would you "file" something you did not receive? How do you think you would do that? If you did not receive any sort of retirement income that would be on a 1099R then you do not enter anything there.
Did you receive retirement income from a retirement account or pension in 2019? If so, you can get a 1099R from the financial institution that send you the retirement money.
To enter your retirement income, Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.
