Should I enter my MRD payout in 2017 as income?
Yes. You will (should have already) received a form 1099-R for the distribution, which you will enter in TurboTax.
That's the purpose of the REQUIRED minimum distribution (RMD) so that you will finally pay tax on that money tans has been growing tax deferred all those years
