If you were a dependent for 2020 you are not eligible to receive a stimulus check. Parents of children older than 16 did not receive stimulus checks for round #1 or round #2 of the stimulus checks. That criteria changes for round #3 and parents can receive stimulus checks for their older children who are still dependents.

Possibly. The Recovery Rebate Credit is based on information on your 2020 tax. The stimulus payments were advanced payments so if you were not a dependent in 2020 you may be eligible.
