Retired, not working, on a pension, Social Security, and Medicare. Can premiums for supplemental medical insurance (BCBS) be deducted?

Yes, premiums for a Medicare supplemental policy are a legitimate medical deduction.

Remember that your total medical expenses are deductible only to the extent that they exceed 7.5% of your Adjusted Gross Income.
