Will TurboTax cover the penalty for this missing 1099 since their audit did not catch the error?

The 1099 that comes from the RRB  is in 2 colors ... blue and green representing the SS portion and the retirement portion.   Not everyone gets both parts so the program cannot determine the user's failure to enter them both is not a program error.    https://www.rrb.gov/sites/default/files/2017-03/txl-1099_0.pdf
