One of my 1099R's does not have the State/Payer's number, it just has MO. Can I or should I use the number from another one of my 1099R's?

No, you should not use the state identification number from another Form 1099-R. Not every payor has a state identification number for every state. If there is an amount in box 12 of your form then you should contact the payor and request a corrected form that includes the state Identification number.
