My NYState Teacher retirement disbursements aren’t taxable in NYS are they fully taxed by federal. Heard a percentage is not taxed. Can’t find facts. Any thoughts?

I have reviewed the Federal regulations and can find nothing that would exclude NYState Teachers Retirement from full taxation at the Federal level.
