My employer took out payroll taxes from October through December but we were told that those were suspended. Will I get that money back?

No.  The Social Security taxes and Medicare taxes paid will not be refunded.

No.  Participation was optional.  The taxes were always owed, the executive order just changed when you paid them.  If your employer had suspended your payroll taxes, you would be paying them back this year in the form of extra payroll deductions spread out over 2021.
