I retired in 08/19. I have 1099R for income paid from excess accumulated vacation. Where do I file it under? This is not 401k or pension plan withdrawal. Please help.

This should have been reported on a Form W-2, not a Form 1099-R. Contact your former employer for a correction.

I can't help wondering if he is mistaken about what it was for.

Like maybe a box 7, Code U for dividends on an ESOP, or some other somewhat unusual box 7 code situation.
