I received unemployment benefits, and was charged $348 to be repaid, but I haven't paid them yet. Do I put $348 in the "2020 benefits repaid" section of the 1099 or $0?

You put zero, since you have not repaid them yet, assuming you repay in 2021, you will claim the $348 on your 2021 return that you file in early 2022.
