Because Form 8915-E has not been finalized by the IRS, the reporting for this option in your Federal return is incomplete, and may be affecting your California return by asking for 'adjustments'.

Otherwise, you are correct that the 1099-R you entered in your Federal return should transfer to your California return and no adjustments are needed, so you could skip this section in your CA return.
