I am only 17 years old and my mom did not make enough to file for this year, can I mention her on my tax return if i am filing for myself and i also live with her as well?
No, because you did not provide more than half of her support. By the sounds of it, it seems like she could claim you as a dependent but since she doesn't plan to file then she won't end up claiming you and you can just file Single. In fact, if she can claim you as a dependent then you cannot claim any other dependent including her.
