If you are asking that question, you are trying to enter your SSA1099 in the wrong place.

 

 

 

  Go to Federal> Wages & Income>>Retirement Plans and Social Security  (SSA1099 and 1099RRB) to enter your SSA1099.

The form doesn't require you to enter a Payer's ID Number. Just follow the instructions on how to enter SSA 1099 and TurboTax will not prompt you to enter a Payer's ID
