What non-taxable payment are you referring to? There should be no reason for you to enter information on an official reporting form.
The response was a bit pointless and did not help.
I have money listed on my SSA-1099 stating I have Non-taxable payments also.
Is there any place in TurboTax where this should be annotated?
I am only on Medicare Parts A and B and only pay for Part B.

There is nowhere on the Form SSA-1099 which shows Non-taxable benefits.
The amount from box 5 on the SSA-1099 is entered on the tax return, Form 1040 Line 6a. The taxable amount of the benefits are entered on Form 1040 Line 6b.
Medicare Part B premiums deducted from your benefit payment are medical expenses entered as an itemized deduction on Schedule A.
Up to 85% of Social Security Retirement/Disability/Survivors benefits becomes taxable when all your other income plus 1/2 your social security reaches:
