F1099s are information returns. The issuer is not required to file a F1099 unless they paid you $600 or more in the course of their business. W-2s have a different filing requirement.
Are you saying you had less than $600 in total income? If so, you probably do not have to file a return unless there are some unusual circumstances. Unless there are unusual circumstances and total income is less than $600, then don't file a return.
