You don't have to have a W-2 form or 1099 form to be eligible to file a tax return. 

If the $600 is not self-employment income, you have no filing requirement. If the $600 is self-employment income and if you have any related deductions reducing it below $400, you don't have any filing requirement. 

But if you don't have any deductions and the $600 is freelance income, then you are required to file a tax return. 

If you/or your parents did not claim the 3rd stimulus check on your behalf, you should file a tax return.

Yes, you can file a return.  In fact, if you are over the filing requirements (including SE Tax minimum requirements) you must file a return.

 

F1099s are information returns.  The issuer is not required to file a F1099 unless they paid you $600 or more in the course of their business.  W-2s have a different filing requirement.

 

Are you saying you had less than $600 in total income?  If so, you probably do not have to file a return unless there are some unusual circumstances.  Unless there are unusual circumstances and total income is less than $600, then don't file a return.
