Report your 1099-R in your Federal Return. If there is an amount of State Tax Withheld showing in Box 14, and you didn't live in that state in 2019, you could file a Non-Resident State Return to get that amount refunded.

Normally State Tax is not withheld on Retirement Distributions, as retirees move frequently.
You could contact the Plan Administrator and ask that no State Tax be withheld going forward, or at least change the State Withholding to the state you are a Resident of.
