I was told in January I would have to wait until Feb.8, I log in Feb 8th, the new date is Feb. 15, I log in Feb 15. the new date is March 1. Now I log in today March.1 and the new date is March. 8, why is getting pushed back and not updated?

Yes, that is correct for now. However the Form 8915, Qualified Hurricane Retirement Plan Distributions and Repayments (Taxpayer) is expected to update on 02/08/2017.
