Why would Turbo Tax NYS product treat 401K RMDs as tax exempt in 2025 when they were taxable in their 2024 product. NYS government site confirms they are currently and have always been taxable. Is there a place to report bugs?

In New York, the first $20,000 of retirement income is excluded from state tax. If you add a 1099-R with less income, it won’t be taxed. But if you have more than one 1099-R, you will start paying tax when the total goes over $20,000.
I'm aware of the $20k. This is $90k and is getting grouped in with "government pensions" in the summary. I've beat the 2025 file against the 2024 file and all the components of the 1099-R are entered as they were last year (with slightly different numbers obviously). It is coming up with 401k RMDs and a private corporate pension as exempt from NYS taxes. Having read the tax code I also confirmed this is incorrect. I believe this is a bug. Apparently, there isn't a place to report suspected bugs.

There is a specific question in the NY interview for "who paid this pension." You might try deleting the 1099-R and then entering it again, paying careful attention to that question.
You can call customer support and they can do a screen share to look at your file with you.
Lastly, if deleting and re-entering does not fix it, you can go to the help or support menu and select "send file to agent." This uploads an anonymous version of your file to tech support and gives you a token number. Post the token number here and I can try and see if a moderator will look at it.
