PBGC Form 1099R line 2a Taxable Amount is blank. Turbo Tax does not offer an option for this so it assumes none of the Gross Distribution is taxable. Thoughts?

The Taxable Amount on a 1099-R is often blank.  When it is, TurboTax asks follow-up questions to determine Taxable Amount.

Usually the Gross Distribution is the Taxable Amount.
