Our main income came at year's end due to Roth conversion, but we're getting hit with underpayment penalty. Why cant I add state form 760C to my Virginia state taxes?

Paper form shows we're eligible but cant find in TurboTax online.

Unfortunately, TurboTax does not support form VA 760 C. You can use this link to download the form, fill it out, print and mail it with your state return.
