On the final review of the federal forms, why am I being asked to fill in line for Payer's address when the 1099-R form is totally blank?

I believe that it is a programming issue. What is going on?

On the final review of the federal forms, why am I being asked to fill in line for Payer's address when the 1099-R form is totally blank?

If you have a blank 1099-R, you should delete it.
