On my form 1099-r in box 7 I have a 7, on the Turbo tax form there are two boxes and the second box has 7 and Im unable to change the first box?

Sometimes there are 2 codes in box 7. Just enter the 7 in the top box 7 and leave the bottom box blank. Delete the 1099-R and re-enter.
