On line 25b of my 1040SR turbo tax put only my SS tax from the 1099. But i also had my IRA 1099 that shows more tax withheld. Should that not be added to line 25b?

Yes.  Have you filed yet?  Did you enter the 1099R?  Box 4 goes to line 25b.  Go back and check the 1099R and see if you entered it.

I did enter a figure in line 4. Where do I account for the fed tax assessed on that amount?

eg. taxable income on 1099r 22000 entered on line 4. 2200 fed Rx withheld. Where do I account for that?

It should be on line 25b with the ss withholding.  Try deleting the 1099R and re enter it manually.  You did enter box 4 on the 1099R?  The IRA shows up on 1040 line 4a and 4b.  And check your Social Security withholding.  Maybe you entered the SS withholding wrong and the 1099R is in line 25b.
