My husband has had NYS tax withheld every year since 2015, and we've had no issue with filing our return. Why is it telling me we can't file due to NYS taxes being withheld this year?

Can you tell us the exact error message that you're seeing?
It happens when I'm trying to transmit. It says before you e-file, we need a little more information. It then takes me to the 1099-R for his military retirement and saysNYS withholding cannot be greater than or equal to gross distribution or state distribution.
Return to the entry screen for that 1099R and enter the number from Box 1 again in Box 16 for "state tax distribution". You will do this on the federal entry areas under Wages and Income.
The DFAS 1099-R doesn't actually have a box 16 on it (which is why I imagine it wasn't entered) but you can safely put the federal number in that space in TurboTax.
Once you've updated that, you can retransmit the return.
