If I sold a mutual fund in my USAA Roth IRA, and the money never left the account, and then bought a different mutual fund, will I still be receiving a form 1099-B?

No, you should not get a 1099-B for any transactions within the Roth IRA. The only forms you should get is a 1099-R if you receive distributions and Form 5498 for contributions.
