If my 1099-r, 2a has a taxable amount filled in. but in 2b neither box was checked. I did receive a total distribution though. do I check that box on turbo tax?

No. You need to enter the 1099-R just as it is and during the TurboTax interview, you will be asked if you withdrew the full amount.
