Do we need to file form 1099G year 2018 if the only amount we see on the form is prior years benefits repaid?

No, you don't need to file it.  However, if the amount you had to repay was more than 3,000, you probably want to file it.  Such a situation falls under the category of a claim of right repayment, and will likely lead to a larger refund for you.  But if the amount is under 3,000, and no unemployment was paid to you, you have nothing to report.  There is no deduction or credit anymore for claim of right repayments less than $3,000.
