Do I claim my 18 year old niece's SSA survivor benefit as income?
My niece is our dependent but receives SSA benefits from her deceased parents. She turned 18 in October 2016 and has no other income.

No, neither you or your niece needs to report her SSA survivor benefit to the IRS.
