Thanks.  We weren't sure if we'd be able to put money in for CY 2019, before filing 2019 Taxes by 15 April 2020.

Yes, you have until April 15, 2020 to make regular traditional or Roth IRA contributions for 2019 based on your 2019 compensation.  The fact that you retire in October 2019 is irrelevant provided you had sufficient compensation earlier in 2019 to cover the contributions.  But I'm not sure why you would want to wait to make the contributions.
