Not necessarily. Box 14 is used for just about everything that doesn't fit in the other categories on your W-2. Box 13 indicates that you had retirement plan contributions. Generally box 12 will have a number and a code (usually D) which shows the amount of elected retirement contributions, and box 13 will be checked.
