In TurboTax Desktop, go to FORMS at the upper right and 'Open Form' in your State return. Click 'Delete Form' at the bottom of the page.

I have the same bug. The MN state review shows me errors on the M1QPEN form - but I have no public pension. I delete the form but it keeps coming back. I have started the return over and I am certain I never check any box or provide any information that would conclude that I have a public pension.
We have tested Minnesota form M1QPEN.
The form may display and report $0 amount qualified for subtraction. The form is coded ‘N’ for Not eligible for subtraction. Minnesota form M1 does not report a pension subtraction.
In such cases, the form is not included in the final forms reporting Minnesota income tax.
