My state return keeps getting rejected and i don’t know why . In 2016 i cashed out my retirement fund and had to pay a fee could that have something to do with it ?

doubtful that it's the reason.     wasn't there a rejection code?   Did you get an error message when you e-filed?   if not, and if your state allows it, I would print out the return and paper file it because the cause can not be identified .
