No, all Social Security retirement benefits are exempt from taxation. If you were not required to file a federal return (but you are filing to claim the Recovery Rebate Credit), you are not required to file the New York state tax return.

I'm still trying to figure out why the $6700 I entered as income showed up just fine in the federal portion of the (free, online) Turbotax, but once I progressed to the State portion, it showed my income as $0 (with no apparent way to edit it).
Social Security is not taxable in most states. So if that is your only income it is zero for state. And should be 0 for Federal too. You can't efile with 0 income. Try entering $1 of interest. Add a fake 1099Int for $1.
