My mom is was 73 in 2018 recieved social security of $19,476 and a pension of $3265.44. Does she need to file taxes?

No, if that is her only income her standard deduction would be $13,600 if single.  Her Pension plus 1/2 of her SS would be less than $25,000 so none of it would be taxable so her only taxable income would be the pension, but again that is less than the standard deduction so she would not need to file.

The exception would be is if she is Married filing separate returns, then she would need to file as 85% of her Social Security would then be taxable.
