My legal address changed but my 1099-r still had my old state and state payer #. How do I get that changed or do I just blank out box 13 on my Turbo-tax?

Enter your current legal address in the 'personal information' section when you start your return.  However, when you are entering forms, enter all information exactly as it appears on the form you are entering.  It needs to match what the IRS has on file.  As long as you have your current address in the 'personal information' section, you will be fine.

Enter your current legal address in the 'personal information' section when you start your return.  However, when you are entering forms, enter all information exactly as it appears on the form you are entering.  It needs to match what the IRS has on file.  As long as you have your current address in the 'personal information' section, you will be fine.
