My job withheld to much taxes

TurboTax told me my previous employer withheld too much taxes and now owes me about $400 what does that mean and what do I do to get that

Is this referring to too much Social Security tax?  See the answer below with instructions for how to proceed if a single employer did this. Pay attention to the section What if my employer can't or won't cooperate?
