Aren't I able to deduct the amount of my taxable social security benefit as a "Modification to Adjusted Gross Income" on my State Return?

No.  You can't deduct your Social Security benefit as a "Modification to Adjusted Gross Income" on your Kansas return because your federal gross income is over $75,000.

The instructions for the Kansas K-40 state:

If the amount on Line 1 of Form K-40 is $75,000 or less, enter the amount received as benefits in 2018 under the Social Security Act (including SSI) to the extent these benefits are included in your federal AGI. Do not make an entry if your social security benefit is not subject to federal income tax.

My federal adjusted gross income reported on my Kansas State Return form is over $75,000.00.

No.  You can't deduct your Social Security benefit as a "Modification to Adjusted Gross Income" on your Kansas return because your federal gross income is over $75,000.
