If your only income was that $1308 a month then the annual income is only $16K and as a married couple you would owe zero taxes so that is why zero withholding is correct. However if your spouse has income you have to take that into consideration when completing the W-4 worksheet ... in your case you should be withholding at the higher single rate and zero allowances.
Look at the withholding charts starting on page 47 ...
Per IRS Pub 15 withholding tables, your employer should be withholding some federal income taxes as you appear to be over the threshold. See excerpt:
