My employer offers a qualified retirement plan which I chose not to participate in last year. Does that mean I'm still covered by their retirement plan?

I wonder because I'd like to tuck some away in an IRA now but my AGI exceeds $74,000.  So if I'm covered by my employers plan there's no benefit (to my tax return) to doing so for TY2019.
