My 401k RMD shows no value in 1099-R box 16. Turbotax says Box 16a state distribution amount should not be less than state tax withheld. Stuck on this page?

Never had this prompt and being stuck on this Turbotax page in previous tax years.

Enter your taxable state amount in box 16 or the federal taxable amount.

If box 14 has an amount and box 16 is blank put in the amount from box 2a in box 16. If 2a is blank then put in the amount from box 1.
