My 1099R has 0.00 for calif tax amount. My federal has a whole dollar amount. Do I input the whole federal taxable amount in the subtraction column? Im confussed?

The zeros mean that no state tax was taken out of your 1099-R distribution for the state of California. You would enter the 1099-R exactly as it appears on your form as if you were entering any other tax form. If you do not have an amount in box 14 (State Distribution Amount) and the $0.00 is in box 12 for state tax withheld, you can omit entering the zeros.
