My 1099R does not have taxpayer ID

The form 1099-R lists it as Payer's Federal Identification Number.  Please contact your administrator and ask if, in fact, the form doesn't have it. If it is an international retirement and you are preparing a substitute form, you may enter nine 9s.  If electronic error keeps occurring, you will have to print and mail your tax return.
